Safe Speeds for Latin America and the Caribbean (part 3): How to Support Safe Speeds

This webinar is part of the “Webinar Series: Safe Speeds for Latin America and the Caribbean”, organized and hosted by the World Bank’s Global Road Safety Facility (GRSF) and the World Resources Institute (WRI), under the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS). The goal of the series was to disseminate the "Guide for Safe Speeds: Managing Traffic Speeds to Save Lives and Improve Livability", and other complimentary resources, and introduce the Roads for Live (R4L) Framework for selecting and implementing safe speeds and how to identify effective solutions to support them.
The third part of the series, “How to Support Safe Speeds”, presented the different elements and variables that help support the implementation of safe speeds. These included infrastructure, land use planning, vehicle technologies, communications, and policing and deterrence.

What Works and What Does Not Work in Speed Management
Dr. Alina Burlacu, Senior Transport Specialist at the WB, explained the criteria for choosing evidence-based measures to support the implementation of safe speeds.
Supporting safe speeds through infrastructure and road design
Dr. Eva Eichinger-Vill, Senior Consultant at the WB, and Siba El-Samra, Urban Mobility Manager at WRI, discussed infrastructure interventions and its implications in the implementation of safe speeds. They also highlighted road design principles and the importance of considering all users of the road.
Supporting safe speeds through land use planning Case study: Victoria Gasteiz
Alejandro Schwedhelm, Urban Mobility Manager at WRI, discussed how land use planning helps in the implementation of safe speeds and keeping all road users safe. He presented case studies on land use planning from Bogota (Colombia) and Victoria-Gasteiz (España).
Supporting safe speeds through vehicle technologies
Leslie Nii Odartey Mills, Transport Specialist at the WB; and Alejandro Furas, LatinNCAP, discussed vehicle technologies as a tool that supports safe speeds. Leslie highlighted how the use of vehicles across the world has been consistently increasing, which makes vehicle technology a key element for road safety. He shared passive and active safety elements found in motor vehicles today and the requirements to deem a vehicle as “safe”.
Vehicle technologies relation with road safety for all users
Alejandro Furas gave an evidence-based and detailed explanation on the direct relation between vehicle technologies and road safety for all users.
Supporting safe speeds through policing/deterrence
David Cliff, CEO of the Global Road Safety Partnership (GRSP), introduced the “Global Plan: Decade of Action for Road Safety 2021-2030”, which among its recommendations, includes law enforcement. He also explains how law enforcement and police deterrence support the implementation of the R4L Framework and prevent road crashes.
Supporting safe speeds through communications
Dr. Somes Job, Senior Consultant at the World Bank, presented some myths related to speed management, explained what he describes as “the nature of the road safety problem”, and shared which communication campaigns and messages work, and which one do not work to support safe speeds.
