Safe Speeds for Latin America and the Caribbean (part 4): How to use speed data and how to implement the learnings in practice (case studies)

October 30, 2025

This webinar is part of the “Webinar Series: Safe Speeds for Latin America and the Caribbean”, organized and hosted by the World Bank’s Global Road Safety Facility (GRSF) and the World Resources Institute (WRI), under the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS). The goal of the series was to disseminate the "Guide for Safe Speeds: Managing Traffic Speeds to Save Lives and Improve Livability", and other complimentary resources, and introduce the Roads for Live (R4L) Framework for selecting and implementing safe speeds and how to identify effective solutions to support them.

During the fourth part of the series, “How to use Speed Data and How to Implement the Learnings in Practice (Case Studies)”, the webinar included discussions about data in speed management, case studies on implementing safe speeds, and actionable recommendations on how to get started in the implementation of safe speeds.

Webinar Recordings

Speed Data Collection and Evaluation

Blair turner, Senior Consultant at the WB, explained the importance of data for road safety management, the role of speed data, speed performance indicators based on the World Health Organization’s global road safety performance targets, and how to collect and evaluate speed data.

Case study: Digital Speed Limit Mapping

Diego Canales, Senior Transport Technology Consultant at the WB, presented the “Digital Speed Limit Mapping” project being implemented in Latin America that is funded by Bloomberg Philanthropies and the WB. In his presentation, Diego shared insights of the work being done in Argentina, Brazil, and Colombia.

Implementing Safe Speeds Limits

Case Study: Spain

Dr. Alvaro Gomez Mendez, director of the National Road Safety Observatory in Spain shared insights about Spain’s experience and approach to the implementation of safe speeds. He highlighted the importance of creating awareness, the role of data and performance indicators, the implementation of the Safe System approach, the need for oversight and vigilance, and safe speed support measures like infrastructure and technology.

Case Study: Brazil

Rodrigo Cavalcante, Transportation Engineer and Traffic Officer at the Government of the Federal District (Brazil), discussed a study conducted by the National Observatory for Road Safety at the Universidad de Brasilia, aimed at understanding how road infrastructure, the type of vehicles, and oversight and vigilance on drivers’ behaviors.

Overcoming Opposition in Alexandria

Christopher Ziemann, Transport Planning Division Chief from the City of Alexandria (Virginia, USA), shared the positive results from the implementation of “Vision Zero” and other road safety efforts being conducted in the city.

How to get Started

Dr. Eva Eichinger-Vill, Senior Consultant at the WB, and Siba El-Samra, Urban Mobility Manager at WRI, finished the webinar series by sharing ideas about how to start implementing the material and information shared during the four parts of the series.
